I set the last 3 seconds bid 200 pounds, but why can others after 3 seconds bid 205 pounds?I can set up the last 1 second bid time?[attached picture]

Anyone can bid until the listing has ended.
You will lose to a higher bid no matter what time you put. The highest bidder wins, that's how eBay works.
