I've bid on other items manually since without a problem. Is this because ebay sometimes has a problem with logins from different IP addresses within a short timescale?

Any solutions?

Use strong password for ebay. Use upper/lower case combination with special characters. That might fix this issue, I read it at other forums, weak passwords causing issue.

I'm agree with bunkydon. Weak passwords known to cause various issues.
