Can I raise the amount of my bid before the auction starts?

Not sure what you mean by "before the auction starts". If the auction did not start, you can not add it to the sniper at all because it's not public yet.

If you actually meant "before auction ended", then you can change your snipe amount but make sure you don't do it later than about 3 minutes before it ends.
