What is the least amount of seconds you can set my ibidder to snipe? I know that the older versions would snipe to 3 seconds! Has this changed?

I'm not sure what do you mean by "older version".
All mobile apps offer 3 seconds as the lowest snipe time.

I see no point to have it less as there are no benefits for it. Even worse, you have a higher risk for your snipe to be late due to possible networks lags and other delays.
