Can I set a bid on a watched item without ever placing a bid on the item before? I know it's probably a dumb question but I had to ask....

You can set up a snipe, not a bid.
Bid -- is the actual bid you place on eBay.
Snipe -- is a scheduled bid which is setup to be placed on eBay (converted to actual bid) on last seconds.
