The STARTING BID on an ebay auction is say $14.99

Myibay calls it the CURRENT BID, and it when I snipe it says MINIMUM BID VALUE is $15.49

I want to bid only the STARTING BID. Can I put the lower $14.99 and the program will snipe?

Yes, it will.
But please keep in mind that if someone else bid the minimum bid before the sniper, you will not win the auction.
