What does that mean?

That means that the seller has some restrictions and now allowing your bids.
If you give me the item number, I could check if I can get more information.
You can also ask the seller about restrictions which are set on his/her listing.

eBay did not specify exact reason for that, but suggested to contact the seller to find out.
